Simple way to look at it. I opened it with notepad and whittled it down to this.

A c o u s t i c
   i ^  c   d d , , pqed
B a s s B o o s t e r
&  ^ }   d pqed
B a s s R e d u c e r
W  p pqed
C l a s s i c a l
 w , jj E w  , d , pqed
D a n c e
e   m   g   d ,  pqed
D e e p
 c d  )4 , d pqed

E l e c t r o n i c
 | x ) U }

Sorry for such a quick double post but an idea just popped into my head.

By using iPod Wizard to look at the strings there was a function that no one could think of a use for, namely [ROT13]. From my understanding this function would change each character to the character 13 characters along or behind (I forget which). This could be used to decrypt the random characters...

Um guys here are the tech details on this file...
http://www.ipodlinux.org/ITunesDB#Equalizer_Presets_file

File just has the EQ encoded but it's not used so it's useless at the moment.. Apple thought ahead but never thought abotu finishing what they started it seems.
