Restoring iPod playlists to computer

I have a 4G iPod and a chronically malfunctioning PC (seems to lock up every other day). One time after it locked up, I rebooted and tried to get into iTunes. It would try to import an iTunesmusic.xml file (or some such thing), but it kept getting an error every time it tried to load.

I cancelled the import and iTunes seemed to load up fine, but apparently the playlists and play counts were corrupted, giving me ratings and play counts for about 1/4 of my music.

I have the iPod plugged in, but it says that it is tagged to a different computer. This is not true, as I've only used the iPod with this one computer (the one I'm typing this message on right now). I've declined to copy the playlists from the computer to the iPod, because the iPod playlists still seem to be intact. The song list seems to be correct and complete on my computer, but I'd hate to lose playlist, play count, and rating information for approximately 3/4 of my music.

I'd like to know if there's any way to restore the playlists, play counts, and ratings from the iPod to my computer. I'd prefer to only import that information (i.e. not the songs), but if there's a solution that just moves the whole thing back to my computer, I'd be OK with that too. I'd prefer something that is either free to try or costs under $30, as I don't think its fair that I should have to pay $50 or more for something that is the computer's fault and not mine. Any suggestions would be appreciated.

There is no software that will transfer play counts & ratings from the iPod that I know of.

Mac users can use iPodRip which will take Playlists from an iPod and restore them to iTunes. Not sure if there are any Windows apps that do this though.
