More of a back up question...
But I don't know where else to put it.
Using a PC with an external harddrive, is it ok to drag and drop my itunes library file straight onto the harddrive or should I use the sync software it comes with. Dragging and dropping seems a bit easier imo.

Drag and drop will be fine.
And don't forget the small but oh so important iTunes Library.itl file. You'll find in in "My Documents" etc etc.

Do I leave that where it is or do I make a copy of it onto my external harddrive also?

Backups are copies, by definition.

Uhm is the itl file needed on the external harddrive if say I want to put the songs on a different computer w/ itunes? Like is that needed to get song names and artist? - That is all I'm worried about.

Song names, album names, artist, cover art etc are saved in each MP3 file, no itl file needed.
The itl file contain "personal" taggings such as ratings, playcount, play date, skip count and other stuff.

OH, ok thanks. I don't need those personal taggings so much as I don't have mant play counts. Musical ADD I guess. :D
