AAC Manditory ?
Is it manditory to use the AAC format with iTunes for Windows?

no, it is not mandatory. iTunes can play other audio formats as well, such as .wav, and .mp3

no. you can select other formats under preferences -> importing -> in the import format option. Right...however, the songs you download from the iTunes Music Store are only 128kbps CBR AAC (currently). For stuff you put in there, it's flexible.
