AAC Manditory ?

Is it manditory to use the AAC format with iTunes for Windows?

no, it is not mandatory. iTunes can play other audio formats as well, such as .wav, and .mp3

But -- unless I am wrong -- it does seem to only rip into AAC.

no. you can select other formats under preferences -> importing -> in the import format option.
